OREGON BUILDING PERFORMANCE STANDARD (BPS)

The BPS sets energy performance targets to reduce energy use and greenhouse gas emissions from existing large commercial buildings, and multifamily buildings. It is administered by the Oregon Department of Energy (ODOE) and is one of the first such programs in the U.S. It requires building owners to measure, report, and—if necessary—improve their building’s energy performance to meet Energy Use Intensity (EUI) targets.

COMPLIANCE

ENERGY USE INTENSITY

Energy Use Intensity is a key metric used in the BPS and is defined as:

EUI = Total annual energy consumed (in kBtu) ÷ Building square footage

​

  • It is expressed in kBtu per square foot per year (kBtu/sf/yr).

  • A lower EUI indicates a more energy-efficient building.

  • It is expressed in kBtu per square foot per year (kBtu/sf/yr).

  • A lower EUI indicates a more energy-efficient building.

 

Each building type has a target EUI based on national and regional benchmarks. The standard is based on ASHRAE Standard 100-2024, a national benchmark for energy efficiency in existing buildings, with Oregon-specific amendments.

WHICH BUILDINGS MUST COMPLY?

Tier 1 (Mandatory Compliance):

  • Nonresidential, hotel, or motel buildings with ≥ 35,000 sq ft (excluding parking garages).

Tier 2 (Reporting Required):

  • Multifamily, hospital, school, dormitory, or university buildings with ≥ 35,000 sq ft.

  • Mixed-use buildings (hotel, motel, nonresidential) with 20,000–35,000 sq ft.
