Salem Civic Center Improvement Project

As part of the 2022 voter-approved Safety and Livability Bond, the City of Salem is undertaking a transformative modernization of the Salem Civic Center, home to Salem City Hall, Council Chambers, Municipal Courts, and Planning and Purchasing departments. Originally constructed in 1970, the Civic Center is receiving comprehensive seismic, structural, accessibility, sustainability, and interior upgrades to create a safer, more resilient, and welcoming civic workspace for future generations. Because the Civic Center campus is listed on the historic register, the project team is also working closely with the Historic Landmarks Commission to preserve and respect the character of the original structure.

Alliant Systems was selected as the mechanical design-build partner, with Arris Engineering serving as a subcontractor to Alliant, as part of a collaborative design-build team that includes Howard S. Wright Construction, Hacker Architects, CBTwo Architects, and KPFF Engineers. Alliant’s scope encompasses extensive HVAC, plumbing, controls, and fire protection upgrades designed to improve building comfort, efficiency, reliability, and code compliance while integrating new systems into the existing facility.

The mechanical scope includes replacement of medium- and low-pressure ductwork to support updated ceiling layouts, zone configurations, and occupant comfort; new and updated VAV units with hot water reheat piping and components; new roof fans for building pressure control; and updated building controls connecting new HVAC equipment to the existing controls system. Plumbing improvements include new restroom plumbing and exhaust systems, replacement of much of the existing galvanized piping with new copper systems, and new roof overflow drains and piping to support the new roofing system and meet current code requirements. The project also incorporates fire sprinkler improvements, domestic water upgrades, new roofing and skylights, exterior and seismic enhancements, and a comprehensive interior refresh.

Through close coordination with the owner, design team, contractors, and historic preservation stakeholders, Alliant is helping transform an aging civic facility into a resilient, sustainable, accessible, and modern workplace while preserving the character and significance of Salem’s Civic Center.
